What you need to do is add up the four movable pieces to equal the number they correspond with on the outer layer. This is a completely bonkers puzzle with no rules explained. Use a character with the technology skill to use the panel here. Piece the parts together to build a minikit. Use Captain America to douse the fire ahead. Marvel to squeeze through the grate on the right at the beginning to access the character token for Inferno. Use Iron Man to destroy all 5 silver statues in this level. On the upper level, use two characters to hang from either side on the bars to reveal the minikit in the middle. Look at the first rotating circle to spot a gold plate.
